if you are a tennis player, will your country provide that and you are obliged to follow or you are free to choose regarding coaching or training?
why are there some issues like between bartoli and young with their respective tennis federations because they choose to go with their own coaching/training plans?

Tennis has a long history of people vying for power and control of the game. For example, Suzanne Lenglen was very bitter about providing entertainment for thousands of people are not getting anything significant for it whatsoever. Patrick McEnore talks about this in his excellent “Hardcourt Confidential.” I believe that Mr. McEnroe is now in charge of developing new talent for the USTA, so this would be instructive for you. Normally, getting free coaching is a bit tough to find, but there may be local programs around that would help players with financial need.
If money is no problem, then you are free to look for any coaching talent you can find. The coach may have close ties with USTA, or he/she may be aligned with another teaching/coaching organization. Here are links to three [USA] tennis-teaching organizations:

The groups above also have pro’s who work in countries other than the USA.
M’elle Bartoli travels with her Dad, who coaches her and probably takes care of travel, food, hotel, etc. I don’t know much about their conflicts, if any, with the French Tennis Federation. She’s now #13 on the WTA singles rankings and has 5 career WTA singles titles. Wimbledon finalist in 2007.

They must have done something correctly to have success like this, whether the French Tennis Federation helped them or not. As Rick Macci said in a lecture of his, “When you see a player who’s made it up into the top 50 or 100 in the world, it wasn’t an accident.”
It’s an individual sport, but players need people to help them in different ways [coaching, physical therapy, nutrition, fitness, etc] somewhat like race car drivers need a team behind them.
